Intellectual Property Facilitation Centre (IPFC) for MSMEs of Manipur
Introduction
In the changing global scenario, the issues of Intellectual Property Rights (IPR) have gained special importance for the Micro, Small & Medium Enterprise (MSME) sector. IPR protection plays a key role in gaining competitive advantage in terms of technological gains for achieving higher economic growth in a market driven economy. It is felt that IPR requires greater understanding and attention by the industry, particularly the MSME sector in India.
The Indian MSME sector needs more information, orientation and facilities for protecting their intellectual powers. While majority of the countries have adopted strategies for implementing strong IPR protection for strengthening their industries and trades. Indian industries, particularly, the MSME are lagging behind in recognizing the importance of IPR and adopting IPR as a business strategy for enhancing competitiveness. Â
In the 2005-06 Budget an announcement has been made regarding setting up of the “National Manufacturing Competitiveness Council (NMCC)†which visualized a National Manufacturing Competitiveness Programme (NMCP) to enhance the competitiveness of the SMEs sector. One of the components of the NMCP is “Building Awareness on Intellectual Property Rights (IPR)†for the MSME. Accordingly, to enable the MSME sector face the present challenges of liberalisation, various activities on IPR are proposed under this scheme. Setting up of Intellectual Property Facilitation Centre (IPFC) for MSMEs is also one of these schemes.

Objectives
- Co-locating IPR facilitation centre in PIC
- Determine IPR needs of selected clusters of MSME in the state and evolve solutions
- Extend legal, financial and technical support to them for protecting intellectual property of the industries such as patents, trademarks, design, copyrights etc.
Definition of MSME
MSMEs are broadly classified into two Classes:- Manufacturing Enterprises: The enterprises engaged in the manufacture or production of goods pertaining to any industry specified in the first schedule to the industries. The Manufacturing Enterprises are defined in terms of investment in Plant & Machinery.
- Service Enterprises:Â The enterprises engaged in providing or rendering of services and are defined in terms of investment in equipment.
