Functions and duties

Governing Body:

The Council has a Governing Body, which consists of a wide distribution of members with expertise in various fields. The Governing Body has the full authority over the Council and shall be responsible for general supervision, direction, and control of its operational matters. The Governing Body consists of the following members, namely:

(a) Chairman, (b) Vice-Chairman, (c) Official and nominated members and (d) Member Secretary.

 

Executive Committee:

The Executive Committee will be constituted by eight members viz.

Commissioner/Secretary (Plg), Govt. of Manipur

- Member

Commissioner/Secretary (Finance), Govt. of Manipur

- Member

Representative, Dept. of Science & Technology, Govt. of India

- Member

Scientist-in-Charge, RRL, Jorhat Sub-Station, Imphal (CSIR Representative)

- Member

Representative, Science Teachers’ Forum, Manipur

- Member

Director (S&T), Govt. of Manipur

- Member

Commissioner/Secretary (S&T), Govt. of Manipur

- Member Secretary

 

The Executive Committee shall have full executive power of the Council. The Executive Committee shall hold meetings as and when required.

 

Council Secretariat:

The Member-Secretary shall be the Chief Executive Officer of the Council. He shall be responsible for covening the meeting in consultation with the Chairman  and for communicating with all on behalf of the Council. He shall formulate, coordinating and supervising the programmes and projects of the Council to ensure their successful implementation and exercise such other powers as deemed fit and authorised by the Governing Body  from time to time. He shall be responsible for preparation of annual budget estimate and financial statement of the Council for each year.

Subject to the Rules and Regulations of the Council and the Resolutions of the Governing Body, the Member Secretary shall be responsible for the administration, and for the control of the employees of the Council.

Member Secretary shall write the confidential Reports of all the Class I and II Officers of the Council.

The Council Secretariat, supported by DST, GoI, under the scheme Assistance to State S&T Councils, will exercise the General Administration of the Council other than the activities on Schemes/Projects to be carried out.

 

The Council implemented various schemes/programme supported by various Central Ministries and State Govt. The Council is implementing schemes/programme on the following sectors :

1.      Science Popularisation & Communication

2.      Technology Display and Dissemination

3.      R&D

4.      Awards

5.      Innovation

6.      Institutional & Human  Capacity Building
